The law places new duties on online platforms to actively shield users, and especially children, from material that is illegal or otherwise harmful, requiring measures such as age verification systems and content moderation processes designed to keep the most vulnerable users away from dangerous or inappropriate material.
Taxing social media advertising revenue and requiring that all UK user data be stored within the country both describe different kinds of policy altogether, financial and data-localization measures respectively, neither of which is the actual focus of this particular safety-oriented law.
The law hands its regulator, Ofcom, the power to fine companies up to a percentage of their entire global annual revenue for serious breaches, a penalty scale designed specifically to be large enough to matter even to the biggest multinational technology companies.
