Open-source software means the underlying source code is published openly for anyone to read, modify, and redistribute, usually under a license setting terms for how that sharing can happen. This transparency lets large, distributed communities of developers collaboratively improve the software and adapt it for new purposes, which is part of why open-source projects became foundational to the modern internet.
Being open source says nothing about whether software is bug-free, since open projects can and do contain bugs, and it has no connection to whether a program only works while connected to the internet.
