Goosebumps happen because tiny muscles at the base of each hair follicle contract and pull the hair upright, a reflex inherited from furrier ancestors whose raised fur trapped insulating air for warmth or made them look larger when threatened. In humans, the same ancient reflex still fires with cold or strong emotion, but with little body hair it produces only small bumps rather than any meaningful puffing-up effect.
Cooling the skin and producing vitamin D are real bodily processes, but neither is the actual purpose of goosebumps, which is about hair-raising for insulation or intimidation, a function that's essentially vestigial in humans.
Goosebumps are one of the clearest examples of a vestigial reflex — a leftover behavior from our evolutionary past that no longer serves its purpose but persists because the underlying nerve and muscle wiring never disappeared.
