Korea legally separates the roles of diagnosing and dispensing — doctors examine and prescribe, and pharmacies fill that prescription — so clinics and pharmacies are almost always located right next to each other for convenience. Walking out of a clinic with a prescription slip, you go straight to the neighboring pharmacy to receive the actual medicine.
Convenience stores only sell a narrow list of "safe household medicines," not prescription drugs, so they can't substitute for a pharmacy visit when a doctor has prescribed something specific. Public health centers handle vaccinations and public-health programs, not routine prescription filling.
This diagnose-then-dispense split was introduced partly to prevent doctors from over-prescribing medicine they'd also profit from selling directly, keeping the two roles as a built-in check on each other.
