A platform becomes a "Very Large Online Platform" (VLOP) once it has at least how many monthly EU users?

45 million monthly active users in the EU is the threshold for becoming a Very Large Online Platform under the DSA. That figure represents roughly a tenth of the EU's total population, and once a platform crosses it, the law requires it to assess and reduce systemic risks such as the spread of illegal content, and to submit to independent audits checking that it is doing so.

10 million would set a far lower bar than the actual threshold, sweeping in many smaller platforms the law was not designed to target, while 100 million sets the bar considerably higher, which would exclude platforms the DSA does cover.

The choice of roughly 10% of the EU population as the cutoff reflects an attempt to target only platforms whose scale gives them genuine society-wide influence, rather than imposing the heaviest compliance burden on smaller services.
