Baking soda and vinegar react the moment they touch, and that reaction produces carbon dioxide gas. Because the gas forms quickly and needs somewhere to go, it escapes as a rush of bubbles, causing the fizz.
The mixture doesn't get noticeably colder in a way that explains the fizzing, and it definitely doesn't freeze — the fizzing is entirely about gas bubbles escaping.
